Assuming you just want managers to perform a join procedure:

Go to the 'Security' tab at the root, look for the permission 'Add portal
member', and:

1. Uncheck its 'acquire permission settings' checkbox (at the left)
2. Check the checkbox under the Manager column.

This way only managers will be able to add members and the link will only
appear for them.
