[Zope-CMF] Verify: is this a bug?

MembershipTool lacks a declareObjectProtected() (or Public) assertion, which
according to ZopeSecurityPolicy and restrictedTraverse, makes it unusable
with __bobo_traverse__ hooks.

This is a bit esoteric, so I thought I might ask here before submitting this
to the Collector. Anyone disagrees this is a bug?

(Also, other classes probably lack this assertion too. Didn't check yet.)
