[Zope-CMF] bug in portal actions (?)

Hello,

I tried the following:

1) In the portal_actions 'Actions' tab added a new action:
name: try this
id: TryThis
action: string: /TryThisLink
condition:
permission: (none)
category: global
visible: (checked)

2) logging as a member (or even as a guest) I see the new action 'try this'
in the action box (note: I used a new browser instance)

3) Still in the portal_actions 'Actions' tab I changed nothing and pressed
the 'Save' button

4) logging as a member (or even as a guest) I can NOT see the action
anymore!

Browser: internet explorer 6.0
CMF: version 1.3 (source unchanged)

I also tried different categories ('folder' and 'user') but I got the same
result: saving will hide the created actions.

Can anybody help me with this weird behaviour? is it a bug? is it my browser
fault?
