[Zope-CMF] customizing workflows

Sorry for the x y x stuff. I'm a CS graduate student at UGA; so I
converse in a very math-like manner. The point is that the only users
who receive a notice of content pending review are those with the
'Review Portal Content' permission at the root level--no matter what. A
reviewer at a lower level can traverse to submitted content that is
under his reviewing domain and even publish said content; he just
doesn't receive a notice in his actions list.

I don't usually assign the role Owner to any users. this role as i
understand it is something assigned in context for purposes of
ownership; eg
take a look at the Ownership tab.
So I would generally reccomend not assigning the role Owner to users.
Also, all this x y z, foo and bar stuff makes it hard to get the
context.
