[Zope-CMF] Members listed by default.

I have CMF portal under Zope 2.5.1. I am using the existing user folder
in zope for portal membership. As of now, when I add an user he is not
listed in the members list. Its unlisted by default and the manager or
the user have to change it to 'listed'. I want it to be listed by
default. So when I add an user, by default he will be listed in the
members list so that every member can have a look at the whole list.
What changes I have to make and where? Please help. Thank you.
