I can only speak to CMF 1.3.1 (that's what I have installed).  Follow
the instructions in INSTALL.txt, and once you've done that it should
show up in the CMF site automagically (make sure you actually run the
external method when you install).  You can do some basic
configuration in CMFSite/portal_calendar
