So you would be OK if the tests just failed if ZopeTestCase were not
installed?

I think something along the lines of

try:
   from ZopeTestCase import ZopeTestCase
except:
   print 'Install ZopeTestCase!'
   class ZopeTestCase:
      pass

might do the trick.  Unless you want to write your own functional tests ;)
