MembershipTool depends on acl_users

MemberDataTool, RegistrationTool, DiscussionTool and 
CachingPolicyManager depend on MembershipTool

If the acl_user methods used by MembershipTool rely on self.REQUEST we 
might loose 5 more utilities...
