It's not recognizing the Python binary that gets packaged with the
binary version of Zope. Therefore you can't install PyXML for your
Zope and you have to go about the roundabout route of installing a
Python 2.1 yourself for windows, installing PyXML for that, and
then copying over _xmlplus.

I don't know what the right behavior should be, but there should be
an easier way for binary Zope users (on windows though possibly also on
Linux) to install PyXML without having to figure out they need to install
an independent Python first..
