I don't understand this question. 

I have asked a few times how I am supposed to actually submit my patch(s), but the 
best answer I got was to put it in the bug tracker.

Do you have a better recommendation, one that I might actually have enough time to 
complete.

I'd rather not wait until Q4 for the FTP PASV patch. It's pretty simple.
