There is this possibility, but it also has it's weaknesses, i can give you a short overview
why i think not to do so here:

0. Simple way (my preference)

The simple way would not interfere with the CVS directly, and has no problems to reconstruct 
earlyier states, disadvantages are:
    - No history across rename (you need to know the old name to access the history)
    - Manually setting the version numbers (they would start as new files in the CVS)

Advantage:
    - The move is done with standard CVS commands, so our Unit Testing Guidelines keep recognized,
      which wouldn't be if the choice 1 was taken. (Maybe also in the second, but i don't know exactly)


1. Moving the History File

   Advantages:

     * The log of changes is maintained intact.

     * The revision numbers are not affected.

   Disadvantages:

     * Old releases cannot easily be fetched from the repository. (The file will show up as new even in revisions from the
       time before it was renamed).

     * There is no log information of when the file was renamed.

     * Nasty things might happen if someone accesses the history file while you are moving it. Make sure no one else runs any
       of the CVS commands while you move it.

2. Copying the History File

   Advantages:

     * Checking out old revisions works correctly, as long as you use `-rtag' and not `-Ddate' to retrieve the revisions.

     * The log of changes is maintained intact.

     * The revision numbers are not affected.

   Disadvantages:

     * You cannot easily see the history of the file across the rename.

So, maybe you can decide on that input for or against a method ...
