[Zope-Coders] setup.py

I'd like to merge setup.py off my installer branch onto the HEAD.  My
setup.py is almost 100% rewritten, and builds all of Zope, not just
extension modules.  It has not been tested yet on Windows so if someone
with the Windows compiler set would care to try it I'd be grateful...

Two major issues:

1.  How is setup.py currently used to build modules in-tree, for use
with the testrunner?  build_ext throws stuff into build/lib.platform
directories.  I'd like to at least run tests before thinking about
merging :-D

2.  The HEAD setup.py has dcpyexpat being built as
Shared.DC.xml.dcpyexpat.  I have it in Shared.DC.xml.pyexpat.dcpyexpat 
like the old Setup files used to do.

And one minor:

3.  I'm not building anything that's not in the Zope module within the
Zope setup.py.  So anything ZEO, etc. needs to be built in its own
setup.py-age.
