I have a mammoth setup.py, starting from yours but largely rewritten, in
zigg_unix-install-control-config-branch.  It is capable of (with
appropriate command line flags) installing an entire Zope distribution.
 The Makefile in that branch makes use of this.

In <http://lists.zope.org/pipermail/zope-coders/2002-May/001314.html> I
asked how people felt about bringing this one to the HEAD.  I also
brought up an issue with yours.  I have not had time to run the tests
with it yet though.
