[Zope-Coders] dtml-var cleanup

I intend to merge very soon into HEAD the dtml-var cleanup I made (see
http://lists.zope.org/pipermail/zope-coders/2002-October/002533.html) if
there's no opposition.

At the same time, I need to extract the "obviously dangerous" ones for
the maintenance branches, but it'll require painstaking examination so
may take some time.
