Looks like a decoy to me; the Zope2 module is another decoy.

Zope 2.7 is being developed on the CVS head (== trunk) of the Zope
module.

Perhaps somebody can add a brief guide to the various modules in the
repository to the toplevel README.txt file?  (It explains Zope2, but
not Zope27.)
