Just as easy, and in fact more desirable IMO, is the ability to point
the program being at a different config file.  The reason this is more
useful is that in testing, you'll often need to reproduce the test
setup days or weeks later.  You have the same problem that sysadmins
have -- because the configuration is hidden in some command line
history, or worse, some now-unset envars, you've lost reproducibility.

But maybe that's really a 3rd use case...?
