To be honest, your testrunner makes the problem more complicated.  It 
assumes that INSTANCE_HOME absolutely must be set to lib/python/Testing. 
  That is not the case.  If the Testing package can use some other means 
to tell Zope to use a special database instead of using the configured 
database, Testing/__init__.py won't have to touch INSTANCE_HOME and Zope 
will do all the INSTANCE_HOME magic as usual.  testrunner shouldn't have 
to know about INSTANCE_HOME.
