I wasn't thinking about non-supporter helpers, and wasn't intending to
suggest excluding them. You're right, it would be good to tell them to
contact a supporter if they want to help. In fact, this applies whether
or not the issue is accepted, right? And it's important to indicate that
you're talking about non-supporters, so as to not confuse or mislead
supporters - something like:
If you intend to work on an issue but are not on the collector staff,
add a comment to the issue indicating so. You will not be
able to change the status of the issue, but you can leave remarks about
how it is settled so some supporter can review and settle it
accordingly.
