I wouldn't recommend rejecting this oen so quickly. I do remember  having this problem. Maybe check where the .dtml file is as he suggests?

I can not reproduce the problem. The security tab
in the root folder works (Zope 2.4.3, Zope 2.4 branch).

When hitting the Security-tab in the root-folder of Zope 2-4-3, an error is displayed that access.dtml is not found in ../zope/lib/python/AccessControl/
This file does exist, but is very neatly placed in
../zope/lib/python/AccessControl/dtml/
for the Security tab (access.dtml) to function properly, the contents of the /dtml folder should be copied one directory up, into /AccessControl and then all works out fine.
