FYI: There is already a Finder class in setup.py that is used for the Zope 3 code shipped with Zope 2.8. I tried to use that code for the complete tree and it seems to work quite well. A default install on linux seems to be more complete and all tests pass.
I could contribute those changes, but I'm not sure if they have any adverse effects. So maybe you prefer to resolve this by hand.

At least BTreeFolder2 is missing in setup.py. But I'm sure other files are missing as well.
I see 2 possible short-term solutions:
1.) Someone compares the tree installed by setup.py with the checkout tree and adds the missing files to setup.py (and does that again before each release).
or
2.) We replace the add-each-file-explicitly-policy by code that walks through the tree and installs all necessary files.
In the long run switching to zpkgtools resolves this issue.
