Log Message:
Refactoring of the repository checkin facilities we've been using
across our (public and internal) repositories.

This package is intended to be included in the repository host's
site-packages directory, so bookkeeping scripts (eg for CVS, stuff in
the repository/CVSROOT directory) can import and use it.  This way,
the only stuff directly in the bookkeeping directories is the
repository-specific settings plus imports of this stuff, and only a
single copy of this is needed per machine.  And that single copy can
be a checkout of this stuff, updated to new versions by doing a
version-control 'update'.
