Things to do for the ZopeX3 alpha 1

Stage 1
-------

The first stage of preparing this release will be to create a "ZopeX3
lite" package that can be used to install and run a "lite" version of
Zope 3 that contains almost no content types.  The following things
remain to be done for this to be done:

- Add `SETUP.cfg` files to the various packages to make sure
  extensions are built.

- Refactor existing ZCML so that <include ...> elements that point
  from the Zope X3 lite core to other packages are replaced by ZCML
  files that get dropped into the package-includes/ directory.

- Wrap up as many of the to-do items from the ``zpkgtools`` package as
  possible.


Stage 2
-------

Once we have the "ZopeX3 lite" package installable and runnable, we'll
start adding components until we have the ZopeX3 alpha.
