mmm... have you more than one python installed? try the following:

1/ from the cmdline run python and then "import mx.DateTime" just to see
if it works and loads the package.

2/ during psycopg's configuration step add the following options:
=09
	--with-python-version=3DX.Y --with-python=3D/full/path/to/python
