Unfortunately, no it isnt being worked on.

The problem is new with Oracle 9i.  I haven't had any time to look in to 
why Oracle 9i is capping stored procedure transfers of LOB objects at 
4000 bytes.  I was able to reproduce the problem but not a workaround.

I can suggest backleveling your client libraries (Try Oracle 8.1.7 or 
Oracle 9.0 rather than 9.1) .

I dont see having a lot of time to spend on the Oracle adatpter in the 
near future; I'm pretty busy doing a lot of other things.  Having said 
that, Zope Corporation will enter into support contracts.  If you chose, 
you could enter into a paid support contract and this would reprioritize 
the work.
