[Zope-dev] Strange Characters and Zope

That utility is called HTML Tidy and is at:

  http://www.w3.org/People/Raggett/tidy/

From that page you can also find a link to a Windows GUI version of the
command line tool.  It's a really neat, useful program for both
validation and correction.
