The rules haven't yet changed, because the copyright transfer is not yet
completed;  that transfer has been held up because the ZF bylaws have
issues which would prevent adding contributors once the transfer is done.

So, just do what the docs still say:  fill out the form and send a scan
of it (or fax it) to Jim Fulton.
