[Zope-dev] zope.i18n dependencies

I was wondering why a non-zope project was pulling in zope.publisher and
ended up finding this chain:

  chameleon.core -> zope.i18n -> zope.component[zcml] -> zope.security ->
  zope.location -> zope.traversing -> zope.publisher

can we move the zcml components of zope.i18n into a [zcml] extra?
