HISTORY.txt is pretty much incomplete (and of little value).
E.g. there is a huge gap between 2.8.1 and 2.10. I would prefer
keeping the release for a major release within CHANGES.txt. The
maintained and complete release notes for older releases
are available from the  CHANGES.txt file of the latest release within
a major release. This appears more straight-forward and consequent
to me.
