This is a good move, thanks for doing it.

It looks like we need to cleanup some more code, from Zope 2.12 branch:

$ find src/ -name "*.py"|xargs grep standard_html_header|wc -l
25

I think many of them has standard_html_header defined locally,
but few of them should be cleaned up.
