I figured out why we haven't seen failing tests:  zope.browser's tests
are run from within the zopetoolkit buildout, which bypasses each
project's own buildout.cfg.

I haven't messed with your buildbot stuff, since that the puzzle is
solved (even if it existed only in my own mind).
