I disabled the z3c and zc.buildout runs on the winbot, which had been
failing for months now.

Getting daily test failures hasn't convinced anyone to do anything
about them, so there's no motivational factor here. At this point they
only produced noise in the test summarizer and prevented us from
getting a meaningful green light.

That should account for some but not all of the fewer jobs.
