There was an effort to clean up projects, but it has largely stalled.  I
argued that packages which stayed on this list for months at a pop were
candidates for removal, with some kind of warning process:  they don't
seem to have a maintainer.  I just made a quick pass through the
non-'zope.*' packages and fixed up those I feel responsible for.

Those tests (like the repository policy check) run once per week:  they
are supposed to give us some feedback about the state of bugs in our
packages, without whining every day.
