It isn't a bug.
http://download.zope.org/Zope2/index/2.13.23/versions.cfg has the
fully-expanded set of versions for Zope 2.13.23's dependencies, with no
inclusion of a separate ZTK configuration.

If you really want the ZTK versions file, you should be pointing at the
release index for the ZTK release you depend on, probably
http://download.zope.org/zopetoolkit/index/1.0.8/ztk-versions.cfg
