AFAIU one has to commit a change to
https://github.com/zopefoundation/zope.winbot/blob/master/buildmaster/master.cfg
and then deploy it manually as described here:
https://github.com/zopefoundation/zope.winbot/blob/master/MAINTENANCE.rst#updating-buildbot-configuration
