[ZWeb] Collaboration Enhancement Proposal

Hi,

Thanks for all the feedback on the Collaboration Enhancement Proposal.  I 
have fed-back on the feedback, and in addition, you will note that zope.org 
now defaults to anding searches.

new.zope.org exists, though it is a bit ... bare :).  installing Z Page 
Templates today in addition to Session Tracking.  Also, i brought 
ftp.zope.org back up.
