[ZWeb] Some mangling in http://www.zope.org/Wikis/zope-xml

I discovered (and changed) something a bit fishy in the zope-xml wiki this
morning.  

I couldn't get into http://www.zope.org/Wikis/zope-xml as a manager or
regular member or anonymous. Poking around behind the scenes (using a zeo
client), i found an empty acl_users.  I added my manager user to it, in
order to get in, and then deleted it - now it's accessible again.  

What worries me is that nobody i asked (todd, evan, me) knows how the
folder got twisted this way, in the first place.  Anyone have any ideas?
