[ZWeb] Request for Feedback

There's a significant amount of ZPT work that needs to be done.  From 
the simplest: cleaning up some of the table cruft while making sure that 
it still works in Netscape 4.  On to the harder: getting the skin built 
out for the various subpages as the content comes in.

This task is nice because, after getting the main_template working, it 
is a series of bite-sized chunks.
