[ZWeb] added section owner to sections

Every section can now have a section owner.
Who this is gathered from a script that resides in the folder sections.
I returns a list [ownername, ownerurl]
Questions:
Should this info be stored elsewhere (in a property, in some CMF-fixture)? 
Should the script be some otherpalce (in the skin)
