[ZWeb] canges to default.css please comment

Paul,
since it is rather dangerous if we both change default .css I propose the
following "protocol".
Whenever I work on default.css I will check it out with dreamweaver so it is
locked while I work.
If you see a lock this probably means that I am working with the file.
A problem I see is that I have the impression that the locks are not cleared
reliably. If a lock should be left in error, it has to be cleared by
somebody on your place.
