Latest migration did fill the Rewriter, so this bug is no longer reproducable.

The Rewriter instance created int he root of the new.zope.org Zope server is empty, and we have nothing set up to  populate it with a shadow tree for redirections.

Moreover, even if there was a shadow tree, the redirector isn't utilized; it should be called from standard_html_error when a NotFound exception is raised.
