[ZWeb] Character encoding mismach and CSS-error

Hello,

The NZO site is valid XHTML, but there's something wrong with the
character encoding. From:

	Character Encoding mismatch! The character encoding specified
	in the HTTP header (iso-8859-1) is different from the value
	in the <meta> element (utf-8). I will use the value from
	the HTTP header (iso-8859-1) for this validation

The NZO CSS, suffers from the same Plone CSS-error, I just reported
to the Plone collector: see http://plone.org/collector/1142 or
