I've noticed this when Zope is served from Windows, but when served from
Linux, FS Dir Views don't seem to require a restart of Zope to stay in synch
with the file system.  I haven't investigated this further--and I realize
this is a tangent from the main point of this thread--I just wanted to
mention that.
