The new malloc isn't enabled by default until Python 2.3.  In 2.2.3,
the new malloc is *not* recommended; it got a lot of work to be usable
in 2.3.

I'm not sure what the hold-up is; I haven't received any requests for
paperwork and I'm not aware of any requests that are still pending or
were denied.
