You do it online by adding a new how-to to your user account, and then 
requesting for it to be cataloged, which will let people find it when 
performing searches on Zope.org.  If you'd like to make an announcement 
about it, you can also create a News Item in your account and request 
that to be cataloged as well.  If approved (which is usually very 
likely), it will show up on the Zope.org front page in the "Zope News" 
section.
