That is correct, and the human was me. Otherwise, that page 
was totally broken and displayed a traceback. That is not meant 
to cast blame, but to answer your question. The current set of 
bubbas in charge of zope.org content are totally free to change 
that page. There is no policy, implicit or explicit, about that 
page. At the time of the transition, I wanted it to a) not show 
an error and b) reflect some positive zope-powered names in the 
least possible amount of time to get the site live. Period.

We have yet to deny anyone who's asked a listing there (and don't 
intend to), so I hope we can agree that the policy is fair.
