I agree with the things Michel says in his message. I worked for the ANS
part of UUnet for a few years and there are definitely a few things that
will impact performance... how well does the provider run their network, and
how good is their connectivity to other networks. Avoiding public peering
points is a good thing. CW is a very big ISP and Exodus is a large hosting
organization, and I think it is a bad thing for both CW and Exodus that they
don't have private peering setup.

I have witnessed slow connectivity through to Exodus at times as well
(coming from ANS). ANS does not have private peering with Exodus (the
packets travel through MAE-West).

The moral of the story is this: when selecting an ISP try to find someone
who not only claims to do a good job of running their own backbone, but also
has good private peering setup with other large providers. (If you're going
for a regional ISP, make sure that their backbone provider has good private
peering).
