The anonymous user's name is 'Anonymous' - try:

 <!--#if "AUTHENTICATED_USER.getUserName()=='Anonymous'"-->
 <!--#call "RESPONSE.redirect('denied')"-->
 <!--#/if-->


Note that you should use the getUserName() method of the
user object instead of looking for the .name attribute,
since the .name attribute may not be present for users 
generated from databases, ldap or other sources.
