[Zope] Can't access /manage

It wouldn't fail in this way if it were a permissions problems, but are
you running Zope as root?  If so, Zope will turn itself into the user
'nobody'.  It doesn't like to run as root.

Turn your RewriteLogLevel to 9.  That usually shows the problem.
