Have you made sure that the Options line for your cgi-bin directory has
'ExecCGI'

i.e.

<Directory "/www/cgi-bin">
  AllowOverride none
  Options ExecCGI
  Order allow,deny
  Allow from all
</Directory>

I ask because I struggled for a few hours before realizing that cgi stuff
seemed to be working when called directly, but as soon as I used the
redirect it stopped working.  It's worth a look.
