Sure, you can override your standard_html_header to something like this:

  <!--# call "RESPONSE.setHeader( 'Expires', '0')"-->
  <!--# call "RESPONSE.setHeader( 'Pragma', 'no-cache')"-->
  <html>
  <head>
   <title><!--#var title--></title>
  </head>
